Competition for co-financing of projects of importance for the development of creative industries

• establishment of ICT products;
• architecture;
• design (graphic, industrial and fashion);
• digital arts;
• creative craftsmanship, encouragement, preservation and development of traditional crafts and skills.

Applications not within the above eligible areas will not be considered.

• completed form that is an integral part of this competition;
• a copy of the decision on the registration of a legal entity for carrying out activities in the field of culture issued by the competent authority / Proof of registration of the entrepreneur with an indication of the predominant activity;
• a copy of the statute from which it is determined that the applicant is registered for the performance of cultural activities;
• professional biography - CV of the applicant and the person in charge of project implementation;
• detailed description of the project (elaborate), program and accompanying program contents, with information on all participants;
• visual documentation of the project being competed with, if any;
• confirmation of funds provided for project co-financing from other sources;
• a signed statement of the author / holder of the application, that the submitted product or project is entirely the original work of the same;
• proof of regulated copyrights with the author, that is, the copyright holder, for projects that involve the use of copyrights that do not belong to the applicant (author's contract or written consent of the author);
• certified form of declaration for small value assistance (de minimis help
• detailed specification of project costs (budget) with attachments supporting the specified costs (pro-invoices, offers for conclusion of contracts, already concluded cooperation contracts, copyright contracts, etc.);
• narrative and financial report, with other evidence of project implementation (if the project was supported by the funds of this Ministry in 2022), if the same was not submitted;
• report on the implementation of the project that was supported by the funds of this Ministry in 2023 with the status as of 31.08.2024. year with all relevant attachments.

• the quality of the project and elaboration;
• originality in the basic conceptual concept;
• multifunctionality and modularity in application;
• economic and market justification;
• possibility of serial production and economic viability of the service or product;
• affirmative attitude towards the cultural identity of Montenegro;
• orientation towards sustainable development policies (green economy) and inclusiveness.

• be from or support the creative industries;
• propose an innovative, creative, feasible and sustainable initiative;
• show a clear contribution of the requested financial support to the realization of the idea/project;
• create a new source of income (new product or service);
• demonstrate that the proposed project or product will be delivered to the market within 12 months from the award of support (if it is a more complex process, such as those in the development of ICT products, show measurable and planned results of project development).

• provision of basic resources for work (tools, equipment and repro material);
• provision of basic equipment for production (technical means that enable production);
• support for providing sales and placement channels;
• support for promotional activities and advertising.

Project costs must be realistically stated in accordance with market prices, verifiable and necessary for the implementation of activities, shown in accordance with accounting standards and the specifics of the competition area, with calculated taxes and contributions.

Financing of projects/programs will be done in accordance with available budget funds.

• Legal entities that have been granted funds for the implementation of the project/program (project implementers) cannot transfer the obligation to implement the project as well as the funds to non-governmental organizations, public institutions and other entities whose work is financed from the budget of Montenegro, that is, the budget of the municipality with funds planned for culture, or to any other natural or legal persons.
• The applicant is obliged to plan costs for the co-financing of the program/project by the Ministry of Culture and Media exclusively within the framework of acceptable costs.
• Legal entities to whom the funds have been approved (project implementers) are required to open a special giro account no later than 15 days from the date of publication of the Decision on Co-financing, which will be used exclusively for the implementation of the project/program, and as proof of which they will submit a bank certificate to the Ministry.
• Projects and programs will be co-financed up to 50% of the total funds needed for their implementation.
• Projects and programs that do not have projected co-financing from sources other than the budget of the Ministry of Culture and Media will not be co-financed in this competition.
• If a legal entity applies with two projects, a separate application form with accompanying documentation must be submitted for each individual project. Otherwise, applications will not be considered.
• For applicants who in previous years used funds based on the competition for co-financing of programs and projects, through implementation, the fulfillment of the contractual obligations will be appreciated.
• Untimely and unauthorized applications will be rejected.

• Electronically, by filling out the form available on the website of the official presentation www.kreativnacrnagora.co.me (documentation must be attached via a link using an application that is not time-limited), or
• by filling out the application form attached to this competition and submitting it as follows:
