for the allocation of funds for the projects of the Program for the Protection and Preservation of Cultural Heritage
of Montenegro in 2024
Subject of the competition
Application for the Competition for the allocation of funds for the co-financing of 57 projects (hereinafter: the Competition), planned through the Program for the Protection and Preservation of Cultural Heritage of Montenegro in 2024, which was adopted by the Government of Montenegro at the session of 19.09.2024. year, download here.
The goal of the competition
The support of the ministry through co-financing and implementation of projects foreseen in this year's Program for the Protection and Preservation of Cultural Assets, which will be implemented throughout the territory of Montenegro, and whose implementation contributes to the improvement of the condition of all types of cultural assets, especially those whose condition requires urgent conservation treatment, new research results, as well as the promotion and presentation of cultural heritage.
Right to participate
The following can apply for the competition:
The following cannot apply for the competition:
- non-governmental organizations;
- public institutions and other entities whose work is financed from the budget of Montenegro, with funds planned for culture.[4]
Subject to financial support
Support will be granted for 57 projects in the total amount of EUR 878,000.00, from the following areas:
- archaeological and conservation research: 16 projects;
- development of conservation projects and implementation of conservation measures: 31 projects;
- popularization and presentation of cultural heritage: 10 projects.
Criteria
Project evaluation is carried out by the Commission for the distribution of funds for projects from the Program for the Protection and Preservation of Cultural Heritage of Montenegro in 2024, which is formed by the Ministry from established experts in the field of cultural heritage and areas key to the implementation of the Program. When evaluating projects, the Commission will be guided by the following criteria:
- completeness, accuracy and correctness of the application and accompanying documentation;
- the reality of the cost specification and the provision of conditions for the implementation of the project;
- the involvement of the local community in the implementation of the project;
- degree of implementation of projects from previous programs of protection and preservation of cultural assets.
Eligible / ineligible costs
Project costs must be realistically stated in accordance with market prices, verifiable and necessary for the implementation of project activities, shown in accordance with accounting standards and the specifics of the competition area, with calculated taxes and contributions.
Ineligable costs
- costs of renting (leasing) space;
- costs of office supplies;
- overhead costs;
- royalties;
- costs for bookkeeping and accounting services.
Notes
Owners and holders of cultural property who have been granted funds for the implementation of the project from this year's Protection Program can transfer the funds exclusively to legal entities that possess appropriate conservation or research licenses issued in accordance with the law;
Owners and holders of cultural property and all others who have been granted funds for the implementation of the project from this year's Protection Program cannot transfer funds to non-governmental organizations and natural persons.

Deadlines
The deadline for submitting applications lasts 15 days from the date of publication of this competition, ending on October 19, 2024. year.

Rights and obligations
Applications submitted late will not be considered.
All recipients of funds will be required to submit a report on the implementation of the project (which form you can download here) and to comply with the rules on the use of the allocated funds.
Contracts on the co-financing of projects from the Program for the Protection and Preservation of Cultural Property for the year 2024 will more closely regulate the mutual rights and obligations of the co-financiers and the applicant, no later than 20 days after the end of the Contest.
Contest material is not returned.
