Based on Article 68 and Article 70 paragraph 1 of the Law on Culture ("Official Gazette of Montenegro", no. 49/08, 16/11 and 38/12), the Ministry of Culture and Media publishes

C O M P E T I T I O N

for co-financing of projects/programs in the field of cultural and artistic creativity

 in 2024 - Fine arts ― Likovna umjetnost 

Subject of the competition

The Ministry of Culture and Media, through a regular annual competition for the year 2024, determines support for projects and programs of cultural and artistic creativity in the field of fine arts.

The goal of the competition

The aim of the contest is to support projects and programs of importance for realizing public interest in culture, in order to encourage the professional development of artistic practices, raise the professional capacities of creators as well as the quality and vitality of the area of ​​contemporary creativity in Montenegro. Support refers to projects and programs in the field of fine arts.

Eligible projects / programs

  • programs and projects of international promotion and presentation of Montenegrin fine arts (independent projects of Montenegrin artists, curators and other professionals in culture,
  • their participation in group international projects that are implemented abroad,
  • projects of cooperation/ co-production of Montenegrin and relevant international organizations)
  • research projects in the field of fine arts
  • international professional development programs
  • (residences, workshops, conferences, colonies...)
  • publishing projects in fine arts
  • (professional publications, lexicons, monographs on Montenegrin artists...)
  • retrospective exhibitions of exceptional importance for Montenegrin culture
  • activities related to the presentation of the author's work (raising visibility through the use of digital technologies such as the author's website, projects of virtual recording and presentation of the artist's work process such as artist talk, atelier open day, online guidance in the atelier, which are not available through the artist's website or other online platforms that will enable the audience to get to know and involve the audience in the process of artistic work)

Applications that do not fall under the above eligible projects/programs will not be considered.

General application conditions

The right to participate in this competition is for natural persons residing in Montenegro (artists, experts, collaborators and other entities in culture) and legal entities registered for carrying out cultural activities, which have their headquarters in Montenegro, except for non-governmental organizations, public institutions and other entities whose work is financed from the budget of Montenegro with funds planned for culture, as well as natural and legal entities that in the previous period used funds for co-financing from the Ministry of Culture and Media, and did not submit narrative and financial report. The competition application should contain the following documentation:

For legal entities

  • a completed form that is an integral part of this competition (detailed description of the project, program and accompanying program content, with information on all participants);
  • Visual documentation of the proposed project (in printed or electronic form), if it exists;
  • a detailed description of the project, the program and accompanying program content, with information on all participants;
  • a copy of the registration decision issued by the competent authority;
  • a copy of the statute, from which it is determined that it is registered for the performance of cultural activities;
  • balance sheet and income statement for 2022;
  • professional biographies of all participants in the project;
  • two recommendations from an expert in culture in the field for which he is applying;
  • narrative and financial report, with other evidence of project realization (if it was supported by the funds of this Ministry in the previous year), if it has not been submitted;
  • proof of regulated copyrights with the author, i.e. the copyright holder, for projects that involve the use of copyrights that do not belong to the applicant (author's contract or author's written consent certified by the competent authority);
  • for projects that are implemented by invitation or on the basis of cooperation, co-production, residential programs, professional training, international and regional visits, etc., submit: invitation letters from the organizer, a letter from another partner or project donor on the intention of co-financing, cooperation agreements, etc.

For individuals

  • completed form that is an integral part of this competition (detailed description of the project, program and accompanying program content);

  • a copy of the identity card;
  • two recommendations from an expert in culture in the field for which he is applying;
  • professional biographies of all participants in the project;         
  • narrative and financial report, with other evidence of the realization of the project (if it was supported by the funds of this Ministry in the previous year);
  • proof of regulated copyrights with the author, i.e. the copyright holder, for projects that involve the use of copyrights that do not belong to the applicant (author's contract or author's written consent certified by the competent authority);
  • for projects that are implemented by invitation or on the basis of cooperation, co-production, residential programs, professional training, international and regional visits, etc., submit: invitation letters from the organizer, a letter from another partner or project donor on the intention of co-financing, cooperation agreements, etc.

Selection criteria

Project evaluation is carried out by a commission formed by the Ministry of established artists and experts in culture. When evaluating projects/programs, the Commission will be guided by the following criteria:

  • artistic quality and significance for the development of Montenegrin culture;
  • references of the producer;
  • contribution to the development of multinational and multicultural values;
  • contribution to encouraging international dialogue and stimulating the development of partnership;
  • international affirmation of Montenegrin culture;
  • contribution to the preservation of tradition and Montenegrin cultural heritage;
  • affirmation of promising talents;
  • contribution to the affirmation of creativity of persons with disabilities;
  • the reality of the project budget and the provision of conditions for its realization.

Additional criteria

  • affirm creativity for children and young people;
  • level of substantive articulation of the proposed concept;
  • elements of innovation and research approach;
  • compliance with the contemporary cultural context;
  • overall contribution to the further development of the field of contemporary art;
  • positive practice of projects/programs that were implemented in the previous period.

Not allowed

  • for natural persons: proposing complex projects that involve the engagement of several specific experts or authors
  • proposing independent projects/programs in the field of fine arts by natural persons who are employed in public cultural institutions founded by the state, and who perform the same or similar tasks in these institutions.

Eligible / ineligible costs

Project/program costs must be realistically stated in accordance with market prices, verifiable and necessary for the implementation of activities, shown in accordance with accounting standards and the specifics of the competition area, with calculated taxes and contributions. Co-financing of projects and programs will be carried out in accordance with available budget funds.

Eligible expenses

  • royalties
  • costs of transportation of works and ATA carnet
  • costs of presentation of work
  • costs of design, proofreading, reviews, translation and printing of publications
  • administrative travel expenses (visas, fees for obtaining approval for entering the country)

Ineligable costs

  • scholarship
  • accommodation costs
  • costs of materials for making the work
  • representation expenses (drinks, food, catering, cocktails, etc.)
  • promotion costs, which are the standard obligation of the organizer of the exhibition or performance of the work

Important notes

  • Natural and legal persons who have been granted funds for the implementation of the project/program (project implementers) cannot transfer funds to non-governmental organizations, public institutions and other entities whose work is financed from the budget of Montenegro with funds planned for culture.
  • The applicant is obliged to plan costs for the co-financing of the program/project by the Ministry of Culture and Media exclusively within the framework of acceptable costs.
  • Individuals and legal entities to whom the funds have been approved (project implementers) are required to open a special giro account no later than 15 days from the date of publication of the Decision on Co-financing, which will be used exclusively for the implementation of the project/program, and for which they will submit a bank certificate to the Ministry as proof.
  • Projects and programs will be co-financed up to 50% of the total funds needed for their implementation.
  • Individuals who independently apply with the project are obliged to implement the project independently and cannot transfer the obligations and funds in the author's part of the project to other legal and natural persons.
  • If an individual or legal person applies with several projects, a separate application form with supporting documentation must be submitted for each individual project. Otherwise, applications will not be considered.
  • For applicants who in previous years used funds based on the competition for co-financing of projects and programs, through implementation, the fulfillment of previous contractual obligations will be appreciated.

Untimely and unauthorized applications will be rejected.

Supported projects/programs must be implemented by the end of 2024.

Application method

  • Electronically, by filling out the form available at www.stvaralastvo.me (documentation must be attached via a link using an application that is not time-limited (google drive)), or
  • Delivery in one printed copy, which must also contain the electronic format of the application on a USB memory stick in the same printed copy (application with all attachments), by mail or directly to the address: Ministry of Culture and Media, ul. Njegoševa 83, 81250 Cetinje, with the indication "Competition for fine arts".

Applications must be submitted within 30 days from the date of publication, ending on March 28, 2024.

The minister will make a decision on the co-financing of projects and programs on the proposal of expert committees, while the contract with the selected implementers will be concluded within 30 days from the date of publication of the Decision on co-financing, on the website of the Ministry of Culture and Media.
