Based on Article 68 and Article 70 paragraph 1 of the Law on Culture ("Official Gazette of Montenegro", no. 49/08, 16/11 and 38/12), the Ministry of Culture and Media publishes
C O M P E T I T I O N
for co-financing projects/programs in the field of cultural and artistic creation in 2024 ― Literature, literary translation and magazines for culture and art
Subject of the competition
The Ministry of Culture and Media, through a regular annual competition for 2024, determines support for projects/programs of cultural and artistic creativity in the areas of: literature, literary translations, magazines for culture and art.
The goal of the competition
The goal of the contest is to support projects/programs of importance for realizing public interest in culture, in order to encourage the professional development of artistic practices, raise the professional capacities of creators as well as the quality and vitality of the area of contemporary creativity in Montenegro. Support refers to projects/programs in the following areas:
- Literature,
- Literary translation,
- Magazines for culture and art.
Eligible projects / programs
Literature
- books for children and young people
- fiction
- poetry
- drama
- journalism from culture
Literary translation
- translates books for children and young people, fiction, poetry, drama and cultural non-fiction written in the Montenegrin language and languages that are in official use in Montenegro (Albanian, Bosniak, Croatian and Serbian) that are translated for publication/performance.
- translates works of world literature into the Montenegrin language and into languages that are in official use in Montenegro (Albanian, Bosniak, Croatian and Serbian), which are translated for publication/performance.
Magazines for culture and art
- Magazines that promote cultural and artistic values, scientific achievements of importance for culture and art, develop intercultural dialogue and extend a critical review of contemporary creativity.
- Note: only magazines that deal with the aforementioned and are registered in the Media Registry will be co-financed. Sublists will not be considered.
Applications that do not fall under the above eligible projects/programs will not be considered.
General application conditions
The right to participate in this competition is for natural persons residing in Montenegro (artists, experts, collaborators and other entities in culture) and legal entities registered for carrying out cultural activities, which have their headquarters in Montenegro, except for non-governmental organizations, public institutions and other entities whose work is financed from the budget of Montenegro with funds planned for culture, as well as natural and legal entities that in the previous period used funds for co-financing from the Ministry of Culture and Media, and did not submit a narrative and financial report within the agreed deadline and form. The competition application should contain the following documentation:
For legal entities
- a completed form that is an integral part of this competition (detailed description of the project, program and accompanying program content, with information on all participants);
- a copy of the registration decision issued by the competent authority;
- a copy of the statute, from which it is determined that it is registered for the performance of cultural activities;
- two recommendations from an expert in culture in the field for which he is applying;
- CV of the applicant, with evidence of achievements in that field (eg program of events in which he participated, press clippings, etc.);
- balance sheet and income statement for 2022;
- narrative and financial report, with other evidence of project realization (if it was supported by the funds of this Ministry in the previous year), if it has not been submitted;
- proof of regulated copyright with the author, i.e. the copyright holder, for projects that involve the use of copyrights that do not belong to the applicant (author's contract or written consent of the author certified by the competent authority).
For individuals
- completed form that is an integral part of this competition (detailed description of the project, program and accompanying program content);
- a copy of the identity card;
- two recommendations from an expert in culture in the field for which he is applying;
- CV of the applicant, with evidence of achievements in that field (eg program of events in which he participated, press clippings, etc.);
- narrative and financial report, with other evidence of the realization of the project (if it was supported by the funds of this Ministry in the previous year).
Additional attachments for project/program applicants by area
Literature
- photocopy of a new manuscript, book or part (minimum 30 pages of the new manuscript in A4 format);
- publishing contracts;
- statement/consent from the author on the use of copyright (certified by a notary, if the applicant is a natural person);
- statement that in the case of co-financing, the work will be realized as an author's work, i.e. published as samizdat, notarized, if the applicant is a natural person.
Literary translation
- photocopy of the translation or part of the translated text of the text (minimum 10 pages of the translated text in A4 format);
- publishing contracts or proof of cooperation and the need for translation for the performance of a play or performance;
- contracts with the translator (notarized if the applicant is a natural person);
- references of the literary translator (professional biography - CV with information on translated works);
- a statement certified by the competent authority that the work will be realized as author's in the case of co-financing, i.e. published as samizdat if the applicant is a natural person;
- for projects that are implemented by invitation or on the basis of cooperation, co-production, residential programs, professional training, international and regional visits, etc., submit: invitation letters from the organizer, a letter from another partner or project donor on the intention of co-financing, cooperation agreements, etc.
For previously supported individuals or legal entities:
- proof of the submitted mandatory copies of previous editions to the "Đurđe Crnojević" National Library;
- a statement where the supported edition can be purchased/obtained.
Magazines for culture and art
- technical data (media, format, paper, circulation, publication dynamics);
- data on the editor, composition of the editorial staff and their biographies;
- a copy of the magazine published last year;
- proof that the magazine is registered in the Media Registry (registration decision).
Selection criteria
Project evaluation is carried out by a commission formed by the Ministry of established artists and experts in culture. When evaluating projects/programs, the Commission will be guided by the following criteria:
- artistic quality and significance for the development of Montenegrin culture;
- references of the producer;
- contribution to the development of multinational and multicultural values;
- contribution to encouraging international dialogue and stimulating the development of partnership;
- international affirmation of Montenegrin culture;
- contribution to the preservation of tradition and Montenegrin cultural heritage;
- affirmation of promising talents;
- contribution to the affirmation of creativity of persons with disabilities;
- the reality of the project budget and the provision of conditions for its realization.
Additional criteria
- affirm creativity for children and young people;
- elements of innovation and research approach;
- compliance with the contemporary cultural context;
- overall contribution to the further development of the field of contemporary art;
- positive practice of projects/programs that were implemented in the previous period.
Not allowed
- for individuals: proposing complex projects that involve the engagement of several specific experts or authors;
- proposing projects/programs by natural persons who are employed in cultural institutions founded by the state or financed from the budget of Montenegro.
Eligible / ineligible costs
Project/program costs must be realistically stated in accordance with market prices, verifiable and necessary for the implementation of activities, shown in accordance with accounting standards, with calculated taxes and contributions and the specifics of the competition area. Co-financing of program projects will be carried out in accordance with available budget funds.
Eligible expenses
- printing costs;
- design and breakdown costs;
- costs of purchasing copyrights;
- translation costs;
- proofreading and proofreading costs;
- fees to authors, editors, reviewers, etc.
Ineligable costs
- hall rental costs;
- costs of office supplies;
- promotion and marketing costs;
- overhead costs (electricity, water, communication, accounting services, etc.);
- representation expenses (food, drinks, catering, cocktails, etc.).
- scholarship.
Important notes
- Individuals and legal persons who have been granted funds for the implementation of the project/program (project implementers) cannot transfer obligations and funds to non-governmental organizations, public institutions and other entities whose work is financed from the budget of Montenegro with funds planned for culture.
- The applicant is obliged to plan costs for the co-financing of the program/project by the Ministry of Culture and Media exclusively within the framework of acceptable costs.
- Individuals and legal entities to whom the funds have been approved (project implementers) are required to open a special giro account no later than 15 days from the date of publication of the Decision on Co-financing, which will be used exclusively for the implementation of the project/program, and for which they will submit a bank certificate to the Ministry as proof.
- Projects and programs will be co-financed up to 50% of the total funds needed for their implementation.
- Individuals who independently apply with the project are obliged to implement the project independently and cannot transfer the obligations and funds in the author's part of the project to other legal and natural persons;
- If an individual or legal person applies with several projects, a separate application form with supporting documentation must be submitted for each individual project. Otherwise, applications will not be considered.
- For applicants who in previous years used funds based on the competition for co-financing of projects/programs, through implementation, the fulfillment of previous contractual obligations will be appreciated.
Untimely and unauthorized applications will be rejected.
Supported projects/programs must be implemented by the end of 2024.
Application method
- Electronically, by filling out the form available at www.stvaralastvo.me (documentation must be attached via a link using an application that is not time-limited (google drive)), or
- Delivery in one printed copy, which must also contain the electronic format of the application on a USB memory stick in the same printed copy (application with all attachments), by mail or directly to the address: Ministry of Culture and Media, ul. Njegoševa 83, 81250 Cetinje, with the indication "Competition for (specify area)".
Applications must be submitted within 30 days from the date of publication, ending on March 28, 2024.
The minister will make a decision on the co-financing of projects and programs on the proposal of expert commissions, while the contract with the selected implementers will be concluded within 30 days from the date of publication of the Decision on co-financing on the website of the Ministry of Culture and Media.
