Based on Article 3 of the Regulation on the election of representatives of non-governmental organizations to the working bodies of state administration bodies and the implementation of public hearings in the preparation of laws and strategies ("Official Gazette of Montenegro", number 41/18), the Ministry of Culture and Media publishes

PUBLIC CALL FOR NOMINATIONS OF REPRESENTATIVES OF NON-GOVERNMENTAL ORGANIZATIONS

IN THE WORKING BODY FOR PREPARATION

OF THE NATIONAL CINEMA DEVELOPMENT PROGRAM 2025–2029. 

WITH ACTION PLAN 2025–2026. 

The task of the Working Body is to prepare the draft text of the National Cinematography Development Program 2025-2029 in order to achieve public interest in cinematography. with the Action Plan 2025–2026. year, and all in accordance with Article 5 of the Law on Cinematography ("Official Gazette of Montenegro", number 42/15 and 84/18).

Pursuant to Article 4 of the Law on Cinematography, the public interest in cinematography is: encouraging the production of domestic cinematographic works of importance for the development of culture and improving the conditions for co-production cooperation; international promotion of Montenegrin cinematography and participation in significant international events; protection, preservation, restoration, study, presentation and affirmation of the value of domestic and foreign cinematographic heritage and its digitization; implementation of child and youth protection measures in accordance with the law; affirmation of values ​​protected by international standards in the field of human rights and freedoms and suppression of discrimination based on sexual orientation and gender identity; increasing the accessibility of cinematographic works to persons with disabilities; suppression of all forms of unauthorized use of cinematographic works; creation of conditions for support of young and talented creators, as well as deficit staff in cinematography; introduction of incentive measures to improve donation and sponsorship, as well as public-private partnership; the introduction of digital technologies and renovation, maintenance and standardization of the cinema network and encouraging the development of the technical base of cinematography; support for the development of complementary activities and other businesses of public interest, in accordance with the law.

With the creation of the National Cinematography Development Program 2025-2029, priorities, measures, activities, executors, dynamics and means necessary for the improvement and development of cinematography will be determined.

Non-governmental organizations can have one representative in the Working Body.

Criteria

Criteria for a non-governmental organization that can propose its representative in the working body:

  • that it was registered in the register of non-governmental organizations before the publication of the public invitation;
  • that the statute has established activities and goals in the field of cinematography;
  • that it is not in the Registry of Criminal Records;
  • that in the previous three years, in the field of cinematography, she conducted research, created a document, organized a meeting or implemented a project aimed at improving the situation in the said field;
  • that she submitted the application for the previous fiscal year to the tax authority (photocopy of balance sheet and income statement);
  • that more than half of the members of the management body of the non-governmental organization are not members of political party bodies, public officials, managers or civil servants, i.e. state employees.

Criteria to be met by a representative of a non-governmental organization in the working body:

  • to have a residence in Montenegro;
  • to have experience in the field of cinematography (professional thesis, certificate or other document);
  • that he is not a member of the body of a political party, a public official, a civil servant, or an employee.

Required documentation

Documentation to be submitted with the proposal of the representative of the non-governmental organization in the working body:

  • proof that the non-governmental organization is registered in the register of non-governmental organizations (photocopy);
  • photocopy of the statute of the non-governmental organization;
  • proof that the non-governmental organization in the field of cinematography has conducted research, created a document, organized a meeting or implemented a project aimed at improving the situation in the said area, signed by a person authorized to represent it and confirmed with the seal of the non-governmental organization in the previous three years;
  • proof that the non-governmental organization submitted to the tax authority the application for the previous 2022 fiscal year (photocopy of the balance sheet and income statement);
  • statement of the person authorized to represent the non-governmental organization that more than half of the members of the management body of the non-governmental organization are not members of political parties, public officials, managers or civil servants, i.e. state employees;
  • a photocopy of an identity card or other public document on the basis of which the identity of the representative of the non-governmental organization in the working body can be determined;
  • biography of the representative of the non-governmental organization in the working body;
  • proof of the experience of the representative of the non-governmental organization in the field of cinematography (professional paper, certificate or other document);
  • a statement by a representative of a non-governmental organization in the working body that he is not a member of a body of a political party, a public official, a leading person or a civil servant, i.e. an employee;
  • statement of the representative of the non-governmental organization that he accepts that the non-governmental organization nominates him as its representative in the working body.

The proposal of a representative of a non-governmental organization is made on Form 2 prescribed by the Regulation on the election of representatives of non-governmental organizations to the working bodies of state administration bodies and the implementation of public hearings in the preparation of laws and strategies (attached).

Deadline and method of submission of proposals

Proposals must be submitted on the prescribed form within ten days from the date of publication of this public call, i.e. by March 28, 2024, directly or by post, every working day between 07:00 and 15:00, to the address: Ministry of Culture and Media, Njegoševa 83, Cetinje, in a sealed envelope with the note "Nomination of a representative of a non-governmental organization for a member of the Working Body for the Preparation of the National Cinematography Development Program." 2025–2029".

Within seven days of the deadline for submission of proposals, the Ministry will publish on the website www.gov.me/mku and the e-government portal a list of representatives of non-governmental organizations, with the names of the non-governmental organizations that proposed them, as well as a list of non-governmental organizations that did not submit proper and complete proposals, that is, that do not meet the prescribed criteria or proposed a representative who does not meet the prescribed criteria.

The representative's proposal for a member of the working body will be considered only if it is submitted on the prescribed form and with all the necessary documentation.

Name of the organizational unit of the state administration body that is responsible for the implementation of issues that are assessed or normatively regulated by the working body: Directorate for Cultural and Artistic Creativity.
