On the basis of Article 32v of the Law on Non-Governmental Organizations ("Official Gazette of Montenegro", no. 39/11 and 37/17), and in connection with the Decision on determining priority areas of public interest and the amount of funds for financing projects and programs of non-governmental organizations in 2023 ("Official Gazette of Montenegro", number 151/22) and the Rulebook on the content of the public tender for the distribution of funds for financing projects and programs of non-governmental organizations and the appearance and content of the application for the public tender ("Official Gazette of Montenegro", number 14/18), as well as Sectoral Analysis no. 13-056/22-203/8 from 15.12.2022. year, the Commission for the distribution of funds to non-governmental organizations of the Ministry of Culture and Media, announces

Culture unites: from amateurs to professionals
for the distribution of funds for the financing of projects/programs
non-governmental organizations in the fields of culture and art
Non-governmental organizations that have the capacity and experience are invited to submit projects/programs that can contribute to the realization of the priorities established by the Law on Culture ("Official Gazette of Montenegro", No. 49/08, 16/11, 40/11 and 38/12), the Law on the Protection of Cultural Property ("Official Gazette of Montenegro", No. 49/10, 40/11, 44/17 and 18/19), as well as strategic documents in the fields of culture and art.
Strategic goals
Strategic goals to which the projects/programs of non-governmental organizations will contribute are:
- Development of amateur cultural and artistic creativity
- Preservation of intangible cultural heritage, original and traditional cultural and ethno-cultural peculiarities
- Presentation, promotion and internationalization of amateur cultural and artistic creativity and intangible cultural heritage.
A sectoral analysis in the fields of culture and art identified the problem of insufficiently developed amateur cultural and artistic creativity, as well as the need to preserve original and traditional cultural and ethno-cultural peculiarities..
Activities of non-governmental organizations
Activities of non-governmental organizations that will contribute to the achievement of strategic goals and the resolution of the mentioned problems - acceptable activities for financing are:
- professional development, trainings, workshops, seminars, courses, trainings and other educational activities
- procurement and production of folk costumes, costumes, props
- purchase and servicing of instruments, purchase of sheet music
- procurement of technical equipment
- adaptation of work space and storage of costumes, instruments and equipment
- setting up choreography, preparing concerts, production of plays
- audio and video recording
- publication of publications, monographs...
- presentation and promotion of traditional and cultural values and participation in the tourist offer
- participation in concerts, shows, tours, festivals in the country and abroad
- organizing concerts, shows, reviews, tours, festivals (reveal and competition)
- organizing promotions, gatherings, forums, conferences, round tables...
- research, presentation and practice of traditional values of intangible heritage (language, speech, oral tradition, oral literature, performing arts, custom, ritual and ceremony, knowledge or skill related to nature and space, iconic and famous place, traditional craft and skill...).
The list of mentioned activities is not final, but illustrative, and other activities that are judged to contribute to the achievement of the competition's goals will be considered acceptable.
As for the project activities related to travel (participation in concerts, shows, tours, festivals, etc.) and procurement of equipment and goods (folk costumes, costumes, instruments, props, adaptation, etc.), these cannot be the dominant or exclusive activities of the project (and therefore not the costs), but must be in the context of the realization of other activities. Therefore, the competition will not finance projects that involve only travel, that is, procurement of equipment and goods, as well as only those two activities together.
The total amount of funds for NGO projects and programs that can be distributed through this competition is 421.171,77 €The lowest amount of financial support that can be obtained per competition is 5. 000 €, and the highest is 35. 000 €.
To this competition a non-governmental organization can submit a maximum of two projects/programs, but it can only be awarded funds for one project/program. Also, a non-governmental organization can be a partner in only one project/program within this competition.
Participants of the public competition
Participants of the public competition can be:
- NGOs dealing with amateur creativity, in the following three segments:
- folklore: cultural and artistic societies, folklore ensembles, cultural/artistic centers;
- music: vocal/musical ensembles (claps, groups), choirs, fiddler societies and orchestras;
- theater and performing arts: amateur theaters, theater groups, troupes, theater schools;
- NGOs dealing with:
- traditional skills, crafts and the use of traditional materials;
- other NGOs operating in the field of culture/art (e.g. professional associations of artists and experts in culture, organizations dealing with intangible cultural heritage (folklore and music) or theater activities, and others) - on the condition that they create projects that contribute to the development of amateur creativity, so that the target groups, i.e. the main beneficiaries of these projects, are precisely the organizations of amateur creativity and their membership.
An application for this competition can be submitted by an NGO from the previously mentioned categories which is:
- registered in the Register of Non-Governmental Organizations before the publication of this competition;
- through goals and/or activities defined in the Statute:
- engaging in amateur creativity (folklore/music/theatre) /
- practicing traditional skills, crafts and using traditional materials /
- activity in the field of culture/art - on the condition that it creates a project that contributes to the development of amateur creativity, so that the target groups, that is, the main beneficiaries of the project, are exactly the organizations of amateur creativity and their membership;
- submitted the application for the previous fiscal year (balance sheet and income statement) to the tax authority.
Distribution of funds
Funds are distributed based on the following criteria:
- the contribution of the reported project, that is, the program to the achievement of public interest and the realization of strategic goals in a certain area;
- the quality of the reported project or program;
- the capacity of the non-governmental organization to implement the reported project or program;
- transparency of the non-governmental organization's work.
Scoring of projects/programs is carried out by independent evaluators from the List established by the Ministry of Public Administration based on a public call.
Deadline
The deadline for submitting applications is 30 days from the announcement of the competition, i.e. ending on August 21, 2023.
The commission, within 15 days from the end of this competition, publishes on the Ministry's website and the e-government portal the list of non-governmental organizations that have not submitted a proper and complete application, indicating the identified deficiencies related to the application, i.e. the required documentation. A non-governmental organization from the List is obliged to eliminate the identified deficiencies within five days from the date of publication of the list. If the identified deficiencies are not eliminated, the application is rejected.
The project/program application is submitted exclusively on the form prescribed by the Rulebook on the content of the public competition for the distribution of funds for financing projects and programs of non-governmental organizations and the appearance and content of the application for the public competition ("Official Gazette of the Republic of Montenegro", number 14/18) - the form adapted to this competition is available in the attachment.
Along with the completed application form, non-governmental organizations must submit:
- a photocopy of the decision on registration in the NGO Register, and for NGOs registered in the Register before 2012, a photocopy of the decision on harmonizing the statute with the Law on Non-Governmental Organizations ("Official Gazette of Montenegro", number 39/11), or the Certificate of the Ministry of Public Administration on registration in the NGO Register - submit the same for the partner, if any;
- a photocopy of the Statute, which defines the goals and activity, that is, the area of activity of the NGO;
- a photocopy of the act on the submitted application for the previous fiscal year to the tax authority (balance sheet and income statement with statement number).
For projects/programs that involve the use of copyrights that do not belong to the applicant, it is also necessary to submit:
- proof of regulated copyright with the author, i.e. copyright holder (author's contract or written consent of the author).
For projects/programs that involve the use of cultural property for special purposes, it is also necessary to submit:
- approval of the Administration for the Protection of Cultural Property, in accordance with the Law on the Protection of Cultural Property.
For projects/programs that involve collaborators (e.g. public institutions, tourist organizations, etc.), it is also necessary to submit:
- agreement on cooperation / consent / opinion / recommendation or other appropriate act of the institution with which the project/programme will be cooperated.
The completed application form with mandatory attachments must be submitted in two (2) hard copies and one (1) electronic copy on a USB or CD, identical in content to the printed copy (application and attachments), exclusively by mail, registered mail, to the address:

Only projects/programs that are submitted on the prescribed form, with the necessary documentation and within the deadline, or that meet the conditions prescribed by this competition, will be taken into consideration.
