The Ministry of Culture and Media, in accordance with Article 17 paragraph 2 of the Law on Media ("Official Gazette of Montenegro", number 82/20) and Article 5 of the Rulebook on the distribution of funds for printed non-profit media ("Official Gazette of Montenegro", number 64/23) announces:

for financing program contents in printed non-profit media in 2023
Subject of the competition
Financing the production of program contents of importance for the realization of public interest in non-profit print media with a special focus on topics of local importance and the heritage of Montenegro.
The goal of the competition
Funding of program content from the public interest in accordance with Article 17 paragraph 2 of the Law on Media.
Expressions used in this Public Competition for natural persons in the masculine gender imply the same expressions in the feminine gender.
The total amount of funds for distribution to printed non-profit media for the year 2023 amounts to 60,000 euros.
The maximum amount of funds that can be allocated to one non-profit printed media cannot exceed 15% of the total amount of funds for distribution.
Financing the production of program content in printed non-profit media in 2023
In 2023, the Ministry of Culture and Media will finance the production of program content of public interest in printed non-profit media:
- promotion of cultural diversity, preservation of tradition and identity of Montenegro;
- European integration of Montenegro;
- current social, political and economic topics;
- science, culture, art and education;
- protection of the rights and dignity of minority peoples and other minority national communities against discrimination, stereotypes and prejudices;
- children, sports and young people;
- environmental protection, sustainable development and tourism;
- promotion of health and healthy lifestyles;
- promotion of agriculture and tourism;
- affirmation of entrepreneurship;
- consumer protection;
- fight against corruption;
- the fight against addiction;
- social integration of vulnerable categories of society (persons with disabilities, unemployed persons, elderly persons, single parents, victims of domestic violence and others);
- development of civil society and volunteerism and
- promotion of media literacy and media professionalism.
Program content of public interest in printed non-profit media, in the sense of this competition, means content for which funds are allocated for a clearly defined purpose, without discrimination and on the basis of predefined, clear, objective and transparent criteria and scoring.
Right to participate
The right to participate in the competition is available to printed non-profit media whose founders meet the following conditions:
- the founder of the media is registered in the Registry of Media maintained by the Ministry, in accordance with Article 9 of the Law on Media;
- the founder of the media has published an imprint, in accordance with Article 11 of the Law on Media;
- the founder of the media published data on the ownership structure in accordance with Article 11, paragraph 4 and 5 of the Law on Media;
- the media founder submitted data on the participation of funding from the budget of Montenegro or the budget of local self-government units, i.e. from legal entities that are state-owned or that, in whole or majority, are financed from public revenues (advertising, grants, loans, subsidies and others), in the income structure in the year preceding the year in which the competition is announced, in accordance with Articles 13-16 of the Law on Media;
- by the deadline for submission of applications to the Public Competition, the media has settled due financial obligations based on taxes and social insurance contributions or complies with the valid protocol or other act on debt reprogramming;
- the founder of the media is not in bankruptcy or liquidation proceedings;
- the media founder's account was not blocked in the enforcement procedure.
Documentation
The participant of the competition is obliged to fill in and submit the form for participating in the competition, which can be downloaded from the website of the Ministry, and submit the following documentation:
- confirmation that the applicant's accounts have not been blocked in the forced collection procedure, which must not be older than 15 days from the date of publication of the public competition on the Ministry's website;
- the statement of the founder of the media under full criminal and material responsibility that the media is non-profit, that is, that it does not engage in commercial services;
- information on print media circulation;
- other documentation prescribed by the public tender.
If the deadline provided by law for submitting financial statements to the competent tax authority has not expired, the media shall submit financial statements for the preceding year.

Criteria
Criteria for evaluating and scoring projects:
- contribution of the reported project to the achievement of the goals from Article 20 of the Media Act (up to 35 points), whereby:
- connection of the project with priority areas of public interest and goals defined by strategic documents, policies and laws (relevance) - 10 points;
- explanation of the need to implement the project - 10 points;
- clear definition of target groups and users - 5 points;
- contribution to informing the community, target groups and users - 10 points;
- 2) the quality of the submitted project (up to 25 points), whereby:
- clarity, measurability and reality of project goals - 5 points;
- originality and innovation of the project - 5 points;
- the design of the activities so that they lead to the achievement of general and specific goals - 5 points;
- clarity of the plan for monitoring and evaluating the success of the project - 5 points;
- compliance of the proposed budget with the planned activities of the project - 5 points;
- the capacity of the media to implement the reported project (up to 20 points), whereby the following are evaluated:
- connection of the reported project with previous activities of the media and the mission of the media - 5 points;
- the number of persons who are employed in the media, as well as the number of persons engaged in the media on other grounds (contract for voluntary work, contract for work, etc.) - 5 points;
- number and relevance of entities involved in the project - 5 points;
- experience in project management and implementation - 5 points;
- 4) contribution to the diversity of media content and pluralism of ideas (up to 20 points), whereby:
- number of topics covered through the reported project -10 points;
- topicality of topics in the reported project -10 points.
The Minister of Culture and Media, on the proposal of the commission for the distribution of funds for printed non-profit media, after evaluating the projects, will make a Decision on the financing of program content in printed non-profit media in 2023, within 15 days from the deadline for submitting applications for this competition.
The method of realization of allocated funds for selected projects will be regulated by a contract that the Ministry and the beneficiary of the funds will conclude within 15 days from the date of the decision on financing program content in printed non-profit media in 2023. Funds allocated to non-profit print media are paid within 15 days from the date of signing the contract.
The media are obliged to submit a report to the Ministry on the use of the allocated funds within 30 days from the end of the term for which the contract was concluded.
