competition for the co-financing of projects/programs in the field of cultural and artistic creativity
in 2024 - Music and music-stage activities
Subject of the competition
The Ministry of Culture and Media, through a regular annual competition for 2024, determines support for projects/programs of cultural and artistic creativity in the field of music and music-stage activities.
The goal of the competition
The goal of the competition is to support projects/programs of importance for realizing public interest in culture, in order to encourage the professional development of artistic practices, raise the professional capacities of artists as well as the quality of contemporary creativity in Montenegro. Support refers to projects/programs in the field of music and music-stage activities.
Eligible projects / programs
- new works of artistic (classical) music;
- production and premiere of musical and musical-stage works, from the field of art music;
- programs and projects of international promotion and presentation of Montenegrin artistic and musical activity (projects of Montenegrin artists - composers, researchers and performers with professional references);
- participation of Montenegrin musical artists in international cooperation projects;
- international professional training programs for musical artists (seminars, conferences, master workshops for young artists);
- publishing projects in art music (professional publications, recording of art music on a sound carrier).
Applications that do not fall under the above eligible projects/programs will not be considered.
General application conditions
The right to participate in this competition is for natural persons residing in Montenegro (artists with professional references in the field of artistic/classical music) and legal persons registered for the performance of cultural activities (that is, musical activities), which are based in Montenegro, except for non-governmental organizations, public institutions and other entities whose work is financed from the budget of Montenegro with funds planned for culture, as well as natural and legal persons who in the previous period used funds for co-financing from the Ministry of Culture and Media, and are not in submitted a narrative and financial report by the agreed deadline and form.
The competition application should contain the following documentation:
For legal entities
- a completed form that is an integral part of this competition (detailed description of the project, program and accompanying program content, with information on all participants);
- a copy of the registration decision issued by the competent authority;
- a copy of the statute, from which it is determined that it is registered for the performance of cultural activities;
- professional biographies of the applicant and all participants in the project;
- two recommendations from experts in the field of music and music-stage activities;
- balance sheet and income statement for 2022;
- narrative and financial report, with other evidence of project realization (if it was supported by the funds of this Ministry in the previous year), if the same was not submitted;
- proof of regulated copyrights with the author, i.e. the copyright holder, for projects that involve the use of copyrights that do not belong to the applicant (author's contract or author's written consent certified by the competent authority);
- for projects that are implemented by invitation or on the basis of cooperation, co-production, residential programs, professional training, international and regional visits and the like, submit: invitation letters from the organizer, a letter from another partner or project donor on the intention of co-financing, cooperation agreements, etc.
For individuals
- completed form that is an integral part of this competition (detailed description of the project, program and accompanying program content);
- a copy of the identity card;
- the professional biography of the applicant, with evidence of achievements in this field;
- two recommendations from experts in culture from the field of music and music-stage activities;
- narrative and financial report, with other evidence of project realization (if it was supported by the funds of this Ministry in the previous year), if the same was not submitted;
- proof of regulated copyrights with the author, i.e. the copyright holder, for projects that involve the use of copyrights that do not belong to the applicant (author's contract or author's written consent certified by the competent authority);
- for projects that are implemented by invitation or on the basis of cooperation, co-production, residential programs, professional training, international and regional visits and the like, submit: invitation letters from the organizer, a letter from another partner or project donor on the intention of co-financing, cooperation agreements, etc.
Additional application conditions
- a new piece of artistic (classical) music can be co-financed if it was not composed more than two years ago in relation to the date of the call for tenders;
- behind the publishing projects that involve the recording of artistic music, there must be a legal entity that deals with production, that is, that is registered for that activity.
Additional attachments for project/program applicants
- score of a new piece of artistic (classical) music;
- programs and other printed materials and/or audio-visual materials on a USB memory stick.
Selection criteria
Project evaluation is carried out by a committee formed by the Ministry of established musical artists and experts in culture.
When evaluating projects/programs, the Commission will be guided by the following criteria:
- artistic quality and significance for the development of Montenegrin culture;
- references of the producer;
- contribution to the development of multinational and multicultural values;
- contribution to encouraging international dialogue and stimulating the development of partnership;
- international affirmation of Montenegrin culture;
- contribution to the preservation of tradition and Montenegrin cultural heritage;
- affirmation of promising talents;
- contribution to the affirmation of creativity of persons with disabilities;
- the reality of the project budget and the provision of conditions for its realization.
Additional criteria
- contribution to the development of the field of music and music-stage activities;
- level of substantive articulation of the proposed concept;
- elements of innovation and research approach;
- the significance of the applicant's projects/programs that were implemented in the previous period;
For new works of art music
- Criterion 1 – composition of the ensemble for which the new work is being composed:
- a) 1-2 instruments,
- b) 3-8 instruments,
- c) 8-15 instruments,
- d) more than 15 instruments/lines in the score;
- criterion 2 – duration of the work.
Not allowed
- for individuals: proposing complex projects that involve the engagement of several specific experts or authors;
- proposing independent projects/programs in the field of music and music-stage activities by natural persons who are employed in public cultural institutions founded by the state, and who perform the same or similar tasks in these institutions.
Eligible / ineligible costs
Project/program costs must be realistically stated in accordance with market prices, verifiable and necessary for the implementation of activities, shown in accordance with accounting standards and specificities of the competition area, with calculated taxes and contributions.
Co-financing of projects/programs will be carried out in accordance with available budget funds.
Eligible expenses
- notography costs;
- royalties to authors or collaborators on the project;
- compensation for travel and accommodation expenses (when participating in projects of international promotion and presentation of Montenegrin artistic and musical activity, in research projects, international cooperation projects, professional training programs),
- costs of proofreading and reviewing publications;
- publication design, layout and printing costs;
- recording and post-production of artistic (classical) music, production of sound carriers.
Ineligable costs
- hall rental costs,
- promotion and marketing costs,
- costs of office supplies,
- overhead costs (electricity, water, communication services, etc.),
- representation expenses (drinks, food, catering, cocktails, etc.),
- per diems,
- scholarship.
Evidence of funds spent is attached together with the financial and narrative report.
Important notes
- Natural and legal persons who have been granted funds for the implementation of the project/program (project implementers) cannot transfer obligations and funds to non-governmental organizations, public institutions and other entities whose work is financed from the budget of Montenegro with funds planned for culture.
- The applicant is obliged to plan costs for the co-financing of the project/program by the Ministry of Culture and Media exclusively within the framework of acceptable costs.
- Individuals and legal entities to whom the funds have been approved (project implementers) are required to open a special giro account no later than 15 days from the date of publication of the Decision on Co-financing, which will be used exclusively for the implementation of the project/program, and for which they will submit a bank certificate to the Ministry as proof.
- Projects and programs will be co-financed up to 50% of the total funds needed for their implementation.
- Individuals who apply independently are obliged to realize the project and cannot transfer obligations and funds in the author's part of the project to other legal and natural persons.
- Individuals and legal entities can apply with a maximum of two projects, but only one project/program can be supported. Eventually, the applicant may be granted financial support for one project in which he is the project leader and another in which he is a participant in another applicant's project. Authors/composers of artistic (classical) music, whose works are in the repertoires of the applying performers, are exempt from this restriction.
- If a natural or legal person applies with two projects, a separate application form with supporting documentation must be submitted for each individual project. Otherwise, applications will not be considered.
- For applicants who in previous years used funds based on the competition for co-financing of projects/programs, the fulfillment of previous contractual obligations will also be appreciated.
Untimely and unauthorized applications will be rejected.
Supported projects/programs must be implemented by the end of 2024.
Application method
- Electronically, by filling out the form available at www.stvaralastvo.me (documentation must be attached via a link using an application that is not time-limited (google drive)), or
- Delivery in one printed copy, which must also contain the electronic format of the application on a USB memory stick in the same printed copy (application with all attachments), by mail or directly to the address: Ministry of Culture and Media, ul. Njegoševa 83, 81250 Cetinje, with the indication "Competition for musical and musical-stage activities".
Applications must be submitted within 30 days from the date of publication, ending on March 28, 2024.
On the proposal of the expert commissions, the Minister will make the Decision on co-financing projects/programs, while the contract with the selected implementers will be concluded within 30 days from the date of publication of the Decision on co-financing, on the website of the Ministry of Culture and Media.
